Interconnect Policy

This policy sets out the technical, commercial and regulatory conditions under which VOLTA establishes bilateral and unilateral voice interconnects. It applies to every trunk on the network, from a 60-channel ITSP relationship to multi-STM tier-1 exchanges.

Open peering, measured admission

VOLTA operates an open interconnect posture: any licensed operator, MVNO, ITSP or aggregator may request a bilateral or unilateral relationship. Admission is decided on measured performance and regulatory standing, never on volume alone.

SIP over dedicated media paths

All interconnects terminate on redundant session border controllers in at least two points of presence. Signalling is SIP over UDP, TCP or TLS 1.3; media is RTP or SRTP pinned to the same regional media plane as the signalling leg.

Verified identity end to end

Every inbound trunk is authenticated by static IP allow-list plus optional digest authentication. CLI must be presented in E.164 with a verifiable originating range; STIR/SHAKEN attestation is passed through unmodified on North American routes.

Contract before traffic

Test trunks are provisioned within 24 hours of KYC approval. Commercial traffic flows only once a signed interconnect agreement, rate sheet and settlement schedule are countersigned by both parties.

Onboarding

From request to production in four stages

Request and KYC

Submit the onboarding file with licence, registration and VAT documentation. Carrier relations verifies the entity, sanctions status and beneficial ownership within two business days.

Technical questionnaire

Exchange SBC addresses, codec preferences, capacity targets and expected destination mix. Our engineers map the traffic to the closest media plane and pre-authorise the IP ranges.

Test window

A 72-hour test trunk is opened with a capped CPS. Both parties review ASR, ACD, PDD and MOS against the acceptance thresholds published in the route quality policy.

Commercial activation

Rate sheets are exchanged, the interconnect agreement is countersigned and credit terms are set. Production capacity is released in stages over the first billing cycle.

Commercial terms

Settlement, rates and capacity

Commercial policy is deliberately conservative. Predictable terms cost less over a decade than aggressive ones that collapse in a bad quarter.

Settlement

Net 30 by default for established carriers, prepaid or weekly settlement during the first quarter of trading. Invoices are issued in EUR or USD with per-destination CDR summaries and are reconciled against your own mediation within five working days of dispute.

Rate changes

Increases require seven calendar days' written notice; decreases apply immediately. Emergency rate changes driven by upstream regulatory events take effect on 24 hours' notice with full evidence of the underlying tariff movement.

Capacity and bursting

Committed channels are guaranteed end to end. Bursting above commitment is permitted where headroom exists and is billed at the contracted rate — VOLTA does not apply surge pricing to overflow traffic.

Suspension

Trunks may be throttled or suspended without notice for fraud, artificially inflated traffic, sustained sub-threshold quality or unpaid balances beyond the agreed credit line. Written justification is issued within one hour of any suspension.
